Human trafficking is the commerce and trade in the movement or migration of people, legal and illegal, including both legitimate labour activities as well as forced labour. Human trafficking takes several forms. There are women and children trafficked as sex slaves for brothels where they are sold by the hour, by the service or outright.  Trafficking victims typically are recruited using coercion, deception, fraud, the abuse of power, or outright abduction. Threats, violence, and economic leverage such as debt bondage can often make victim consent to exploitation. Actions taken to combat human trafficking vary from government to government. Some have introduced legislation specifically aimed at making human trafficking illegal. Governments can also develop systems of cooperation between different nation's law enforcement agencies and with non-government organizations (NGOs). In 2000 the United Nations adopted the Convention against Transnational Organized Crime, also called the Palermo Convention, and two Palermo protocols that contain elements of the current international law on trafficking in human beings.
